Dear Aberdeen City Council,

Please provide copies of all emails between councillors, officers and/or representatives of Aberdeen Football Club from 17 January 2017 to date relating to Pittodrie Stadium or the proposed stadium at Kingsford near Westhill.

As per my previous request please restrict your search to all local councillors and the ACC staff within the following service areas:
- the City Centre Director,
- Planning and Sustainable Development
- Economic Development
- Public Infrastructure and Environment
- Office of the Chief Executive (including the Chief Executive).

Please also include all written correspondence, within the same dates, between councillors, officers and/or representatives of Aberdeen Football Club relating to Pittodrie Stadium or the proposed stadium at Kingsford near Westhill.

Thank you for your information request of 22 May 2017.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

 

Please provide copies of all emails between councillors, officers and/or
representatives of Aberdeen Football Club from 17 January 2017 to date
relating to Pittodrie Stadium or the proposed stadium at Kingsford near
Westhill.

 

As per my previous request please restrict your search to all local
councillors and the ACC staff within the following service areas:

- the City Centre Director,

- Planning and Sustainable Development

- Economic Development

- Public Infrastructure and Environment

- Office of the Chief Executive (including the Chief Executive).

 

Please also include all written correspondence, within the same dates,
between councillors, officers and/or representatives of Aberdeen Football
Club relating to Pittodrie Stadium or the proposed stadium at Kingsford
near Westhill.

ACC is unable to provide you with information on all emails and all
written correspondence between councillors, officers and/or
representatives of Aberdeen Football Club relating to Pittodrie Stadium or
the proposed stadium at Kingsford near Westhill as it is excepted from
disclosure. In order to comply with its obligations under the terms of
Regulation 13 of the EIRs, ACC hereby gives notice that we are refusing
your request under the terms of Regulation  10(4)(b) – Manifestly
Unreasonable - of the EIRs.

 

In making this decision ACC considered the following points:

 

A scoping exercise was undertaken in the areas identified in the request.
It was identified that the scope of the request would cover all persons
within 2 Directorates and five services. As such, every member of staff
within those areas would have to search their correspondence for the
words, ‘Pittodrie’, ‘Kingsford’, ‘stadium’ etc. The volume of emails and
written communications already identified is close to 1,000 documents.
Some services are still to advise. These documents would need to be
compiled, emails which were not relevant would need to be identified and
deleted, and those left would need to be checked prior to release,
removing any sensitive information such as personal information to avoid a
breach of the data protection act.

 

The volume required to be undertaken is seen as excessive and will cause a
detrimental effect on the day to day work of the officers involved in
searching, extracting and compiling the information for release. This will
mean that other ongoing, time sensitive projects will suffer delay. On
this basis, ACC wish to refuse to respond to your request under the terms
of Regulation 10(4)(b) – Manifestly Unreasonable – of the EIRS.

 

ACC would be happy to discuss ways in which you may refine your request,
so we can provide some information of interest to you within the maximum
cost limits. For example, by reducing the time period you are interested
in, or by reducing the number of officers required to search (perhaps
focusing on one team or one officer i.e. the relevant case officer for
example.

 

It may also be helpful if you could clarify your request more
specifically. This can be done by reducing the scope of the request or by
providing us with keywords you would like us to search on. Please do
contact the Information Compliance team, who will be happy to advise you,
if this is something you would like to pursue.

regarding the Kingsford Stadium is published on our website, through our

The letter from George K Yule, Executive Vice Chairman, Aberdeen Football
Club, dated 24 May 2017 was sent to all councillors. Some councillors did
not keep hold of the letter or respond.

 

No correspondence held by the Office of the Chief Executive, the Head of
Economic Development or the City Centre Director for the period specified.
