Dear Jen Persson,

Thank you for your request for information, which was received on 25^th
April 2017.

You requested…

Please provide the response regards, "The All Education Dataset" as it is

To repeat the original request:

datasets stored in the AED d. A copy of the AED privacy impact
assessment(s)’

I have dealt with your request under the Freedom of Information Act 2000.

As communicated in our previous correspondence, the term ‘All Education
Dataset’ has been used informally within the department, and beyond it,
for some time and with varying applications. Presently there is no firm
definition of what it means.

For example, the Department for Education are beginning to investigate the
potential of building a database which may be called ‘The All Education
Dataset’ but it is not in formal use.

Should it become a formal database we will publish more detail on it but,
in simple terms, it will be no more than the NPD, ILR and HE databases
held within the department but, assembled as a database that makes
internal analysis efficient.

To use an example to explain the distinction, currently an analyst looking
to understand prior attainment of VE learners or assess progression would
seek permission to use the ILR linked to the HE and NPD datasets.  They
would then use the link to take on the information from the other datasets
needed for the cohort they were analysing.

The linked data analysts are using is essentially the same as described in
the first link below and the detail of those datasets used is in the
second link.

[2]https://www.gov.uk/government/publicatio...

Therefore, the information sought under items A, B, C & D in your original
correspondence is not held by the Department for Education as it does not
exist (as described above, this constitutes an informal term for a
collection of data and surveys rather than a specific system/product
called the ‘AED’).

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

an independent review panel, which were not involved in the original
consideration of your request.

If you are not content with the outcome of your complaint to the
Department, you may then contact the Information Commissioner’s Office.
