in the cases of Alexanda Kotey and El Shafee Elsheikh, the Home Secretary agreed to a request by United States authorities for Mutual Legal Assistance (MLA) with regards to criminal proceedings against them in the United States.

Please could you disclose the ministerial submission / briefing (and any annexes) that was given to the Home Secretary on this, with the exception of the following elements:
- any privileged legal advice
- any information supplied by the bodies dealing with security matters listed in s23 FOIA.

I am writing to request an internal review of Home Office's handling of my FOI request 'Alexanda Kotey / El Shafee Elsheikh - MLA', your reference 49515.

The points I would ask you to consider in your review are:
- the delay in responding to my request (noting that no time extension letters were issued) and the reason for them
- whether prejudice is likely to occur for the purposes of ss27(1) and (2) and 31(1)(b) FOIA, and if so, whether such prejudice cannot be avoided by redactions to the material disclosed
- in either case, whether the public interest is not in favour of disclosure.

In my submission, even if the exemptions are engaged, the public interest favours disclosure of as much material as possible, given the strong public interest in transparency on the government's approach to "death penalty assurances".
