Aircraft Emissions
Dear Sir or Madam,
Please supply me with the total carbon emissions of the operation of commercial aircraft in the UK including International Flights originating in the UK for the years 2005, 2006, 2007, and 2008.
Please include the rationale for the way in which the emissions were calculated and details of the nature of the data that went into the calculations.
Please also include the the total volume of aviation fuel that was sold in this country for those years, broken down by fuel type.

I refer to your request for information about aircraft emissions. Your
request was received on 4 April 2009 and, since it relates to
environmental information, I am dealing with it under the terms of the
Environmental Information Regulations 2004 (`the EIRs').
Under Regulation 6 of the EIRS, a public authority is not obliged to make
information available in a particular form or format if the information is
already publicly available and easily accessible to the applicant in
another form or format.
Total carbon dioxide emissions from both domestic and international
aviation are published on the Department's website in `Transport
Statistics Great Britain', table 3.7(a). The table is available at:

The emissions estimates are based on flights departing UK airports for the
years 1970 to 2007. DfT does not hold any data for 2008; this will be
available in February 2010. The estimates are sourced from the National
Atmospheric Emissions Inventory (NAEI) as published by the Department for
Energy & Climate Change (DECC) on 26 March 2009.
Detailed descriptions of the methods and the source data used to produce
the emissions estimates is published in the Annex (section A3.3.5.1 -
Aviation) to the national inventory report submitted by the UK to the
United Nations Framework Convention on Climate Change (UNFCCC), `UK
Greenhouse Gas Inventory, 1990 to 2007 - Annual Report for Submission
under the Framework Convention on Climate Change'. The report is

Total aviation fuel consumption is published in `Transport Statistics
Great Britain', tables 3.1 and 3.2 for the years 1997 to 2007. The tables

DfT does not hold any data for 2008; this will be available in November
2009. The fuel estimates are sourced from the `Digest of UK Energy
Statistics' (DUKES) as published by the Department for Business,
Enterprise & Regulatory Reform (BERR). A detailed breakdown between fuel
types is available in DUKES - tables 3.2-3.4 provide estimates separately
for both aviation spirit and turbine fuel for the years 1998 to 2007.

Under Regulation 11 of the EIRs, an applicant may make representations to
a public authority in relation to a request for environmental information

You have the right to complain within two calendar months of the date of
this letter about the way in which your request for information was
handled and/or about the decision not to disclose all or part of the
information requested. In addition a complaint can be made that DfT has
not complied with its FOI publication scheme.
Your complaint will be acknowledged and you will be advised of a target
date by which to expect a response. Initially your complaint will be
re-considered by the official who dealt with your request for information.
If, after careful consideration, that official decides that his/her
