We acknowledge receipt of your request to Manchester City Council,
concerning:

Traffic Air Quality

If your request comes under the Freedom of Information Act 2000 (FOIA) or
the Environmental Information Regulations 2004 (EIR), we will aim to
respond as promptly as we can and by no later than 20 working days.
Sometimes an extension to that timescale will apply and we will let you
know if that is the case.

If some or all of your request needs to be considered under processes
other than those provided by FOIA or EIR, different timescales may apply.
In particular, any part of your request that concerns your own personal
information will be considered in line with your rights under data
protection legislation (including the right of access) and we will aim to
provide you with a response in respect of that part of your request
without undue delay and by no later than one calendar month, unless an
extension to that timescale applies (we will let you know if that is the
case).

The reference number for your request is FOI/4401.

Please note that Manchester City Council is currently handling a large
volume of business critical work aimed towards the protection and
safeguarding of at risk groups during the COVID-19 outbreak.
Accordingly, Freedom of Information/subject access requests made to
Manchester City Council during the COVID-19 outbreak may have a longer
response period than that stated above. The response that you receive may
also not be complete in whole or in part. This is because:

* Responding to your request may require business area resource which is
currently directed towards direct aid of members of the public during
the COVID-19 outbreak. Directing resources towards responding to your
request could result in vital care of service not being delivered, and
may expose individuals to COVID-19;?
* Under central government guidance to help prevent the spread of
COVID-19, all Manchester City Council staff who are able to are
working from home until further notice. As such they may not be able
to get hold of certain information which cannot be accessed remotely,
and accessing it would potentially expose the individual to COVID-19.

Should you have any further inquiries concerning your request, please
reply to this email leaving the subject line unchanged.

Yours sincerely
Manchester City Council

Dear Emma Zurowski

Re: Your request for information – FOI/0000/4401 - Environmental
Information Regulations 2004

Thank you for your request for information, which was received by
Manchester City Council on 20 March 2021 and has been considered under the
provisions of the Environmental Information Regulations 2004 (EIR).

You have requested the following:

1. I'd like to be provided with  information detailing what monitors have
been placed to collate data on the Levenshulme Active Neighbourhood scheme
including:

Type of monitor (traffic count or air quality)
Name of street it is placed on
Date is was placed
is it currently operational?

2. I would also like the data that has been collected so far prior to the
trial starting on the 4th of January 2021 and during.

3. The MCC website information says that the project team will do a
1-month and 3-month review. I'd like the information of those reviews.

In response to your request I have answered each question in turn:

1. I'd like to be provided with information detailing what monitors have
been placed to collate data on the Levenshulme Active Neighbourhood scheme
including:

Type of monitor (traffic count or air quality)?

There are currently 5 existing vivacity cameras on the following roads;

Grangethorpe
Crossley Road
Erwood Road
Chapel Street
Chapel Street 2

MCC Highways Service is looking to install additional traffic counting
cameras in the coming weeks on the following roads to inform the scheme;

Broom Lane
Cromwell Grove
Slade Lane
Delamere Road
Matthews Lane
Slade Lane 2

Prior to the trial TfGM had air quality monitors on Barlow Road and Broom
Lane. The supplier has recently advised that any data collected from the
sensors is not calibrated data and therefore cannot be relied upon.? As
such, Manchester-I.com will not continue to host this data due to the
unquantifiable uncertainties in the data.

However, in order for MCC Highways Service to collect validated air
quality data to support the LBAN project, the University of Manchester
have been commissioned to install six new air quality monitors and
undertake the official appraisal monitoring of the data. It was the
intention to deploy the university monitors earlier in the year, however
this was unfortunately been delayed due to the pandemic. It is hoped that
they will be in installed in the near future.

The air quality monitors will be installed on the following roads;

Grangethorpe Drive
Broom Lane
Cromwell Grove
Slade Lane
Manor Avenue
Delamere Road

Name of street it is placed on?

As noted above.

Date it was placed?

The 5 existing vivacity cameras on the following roads: Grangethorpe,
Crossley Road, Erwood Road, Chapel Street and Chapel Street 2, were
installed in August 2020.

is it currently operational?

The five existing vivacity cameras are all operational and will be
supported by the additional traffic counting cameras and air quality
monitors in the coming weeks.

2. I would also like the data that has been collected so far prior to the
trial starting on the 4th of January 2021 and during.

At this stage of the trial and with additional monitoring measures being
implemented in the coming weeks we are not in a position to share data
collected and will release upon completion of the trial when all datasets
have been formally collated.

3. The MCC website information says that the project team will do a 1
month and 3-month review. I'd like the information of those reviews.

The 1-month review was not a formal assessment for a report but more to
understand the issues the community were highlighting and taking necessary
steps to make improvements - such as installing bollards due to cars
mounting pavements and adding additional planters / bollards where
necessary.

The 3-month assessment was a review of the feedback obtained from the
community via the project email address
([email address]) and Commonplace. The 3-month review
will not be shared at this stage of the trial. Under Section 22:
Information intended for future publication. This exemption applies
because at the time of your request it was already the intention of the
Council that your requested information would be published at a future
date, yet to be confirmed and it is reasonable in all the circumstances
that the information will be withheld from disclosure until that time.

The information supplied to you may be subject to copyright. You are free
to use it for your own purposes, including any non-commercial research you
are doing, and for the purposes of news reporting. Any other re-use (for
example, commercial publication) would require the permission of the

If you wish to re-use the information provided other than for reasons
already outlined above, you must submit the request to us in writing, with
your name and address for correspondence, and you must specify the
information you want to re-use and the purpose you intend to use it for.
We will then consider your request under the Re-use of Public Sector
Information Regulations 2015.

If you are not satisfied with the response to your request, you may ask
the Council for an internal review. This will be undertaken by an officer
not involved in handling your request. If you wish an internal review to
be undertaken, you should contact the Democratic Services Legal Team who
can be contacted by post or email:
