This request relates to TM44 Air Conditioning Inspection Reporting for Abbey Leisure Complex and Cambridge Parkside Pools , which is mandatory for buildings which are air conditioned above a statutory minimum size. DLUHC (Department for Levelling Up, Housing and Communities) has recently taken over compliance.
Q. Who is the responsible person for ensuring that these Leisure Centres are legally compliant on the TM44 requirement? Provide the name, position, address, email address and direct telephone number of the responsible person.
Q. All reports are mandatorily lodged on the DLUHC database. Reports are currently are out of date and you are therefore non-compliant. When do you intend to rectify the situation?
Q. Air conditioning and air handling systems can cause increased risk of Covid-19 spread, have you included the TM44 into your return to work risk assessments?

Cambridge City Council engage GLL - Greenwich Leisure Limited to run the
Councils Sports and Leisure Facilities on their behalf and compliance and
registration to ACI TM44 is GLL's responsibility and they have replied to
your inquiries as follows;

GLL reply that “TM44 is currently under review in line with the overall
HVAC contract. The units are currently non operational within the
centres."
Q. Air conditioning and air handling systems can cause increased risk of
Covid-19 spread, have you included the TM44 into your return to work risk
assessments?
GLL report that;
“There is a procedure for environmental conditions already in place at the
pools and GLL risk assess each activity area in line with Government and
PHE guidance.
TM44 relates to efficiency and performance of AC.
The air conditioning has been turned off where possible in the centres due
to use of fresh air ventilation (in the case of Abbey) or just not needing
it (in the case of Parkside.)”
Q. If you use a Facilities Management Company or Maintenance Company to
manage compliance, who are they?
GLL report that;
“We do not use a Facility Management company.
A range of qualified contractors are used across the GLL estates, who we
work closely with on all compliance matters”
