regarding the Confucius Institute.

 

As requested, please see the enclosed pdf document which contains the
Implementation Agreement.  The Scottish Confucius Institute for Business
and Communication (SCIBC) is fully integrated into Heriot-Watt University,
operating with a pan-institutional remit. It was established in
partnership with Tianjin University of Finance & Economics (TUFE), and is
jointly supported by both Universities, and receives an annual grant for
activities from Hanban. As a part of Heriot-Watt University, the SCIBC
operates in the same way as any other University operational unit or
academic department, upholding fully the mission and values of the
University. It operates transparently in accordance with University
governance and financial regulations, and its annual operating plan and
forward strategy are overseen by an Advisory Board chaired by the two
University Principals.

I am writing to request an internal review of Heriot-Watt University's handling of my FOI request 'Agreements on the Confucius Institute'.

I have reasonable grounds to suspect that not all agreements and supplementary agreements have been made available to me.

In response to my FOI request, I received a copy of the Implementation Agreement between the Heriot Watt University and the Tianjin University of Finance and Economics. In the recitals of this agreement, an "agreement dated 5th November 2013 with the Office of Chinese Language Council International (Hanban) in Beijing, China" (Establishing Agreement) is mentioned. The Heriot Watt University didn't provide this agreement with Hanban, even though I mentioned this explicitly in my request.

I request an internal review. I want all(!) agreements that fall within the scope of my FOI request to be made available to me.

You sought a review of our response dated the 14th February 2020.  Please
not that this was an accidental omission as we had simply included the
most up-to-date agreement.  Please see the enclosed Agreement to which you
refer dated the 5^th November 2013 and is in both languages.  We have only
redacted the signatures only as these are not in the public domain – the
names of the individuals who signed the Agreement are still
identifiable.  

 

As explained, this was an over-sight on our behalf and not an exemption.
The enclosed document is already in the public domain as it has been
released to numerous journalists and other interested Third Parties in
recent years. We hope the delay has not inconvenienced you. 

 

We can confirm that there are no other documents which fall within the
scope of your request.
