- Agreements and supplementary agreements with the Office of Chinese Language Council International (Hanban) and the Xiamen University on the establishment / continuation of the Confucius Institute at Cardiff University

which you requested information regarding agreements with the Confucius
institute.
Your request will now be dealt with under the Freedom of Information Act
2000 and has been allocated reference FOI20-042 which should be quoted in
all correspondence. We will respond to your request within 20 working days
starting the next working day after receipt, therefore you can expect to
receive a response no later than 26/02/20.
Where we consider that we will not be able to meet this deadline or if
further time is required to consider the public interest test we will
contact you as soon as possible and give you a revised date for response.
In some circumstances a fee may be payable and, if that is the case, we
will let you know. A fees notice will be issued to you, and you will be

29^th January 2020.
For ease of reference, I have reproduced your questions below and set out
our corresponding responses.
- Agreements and supplementary agreements with the Office of Chinese
Language Council International (Hanban) and the Xiamen University on the
establishment / continuation of the Confucius Institute at Cardiff
University
Please see attached the agreement between Cardiff University and Hanban in
relation to the setting up of the Confucius Institute at Cardiff
University in 2007 and its renewal in 2018. You will see that some
information, namely the signatures of the individuals, has been redacted
as this is exempted under section 40(2) of the Freedom of Information Act
2000, as this is the personal data of the individual.
I trust this information satisfies your enquiry. The University has a
Freedom of Information Complaints Procedure should you feel dissatisfied
with this response or the way in which your request was handled.
Complaints must be made in writing and must set out why you believe the
University has not met its obligations under the Freedom of Information

who will be responsible for overseeing the review.

I am writing to request an internal review of Cardiff University's handling of my FOI request 'Agreements on the Confucius Institute' (FOI20-042).
I have reasonable grounds to suspect that not all agreements and supplementary agreements have been made available to me.
In response to my FOI request, I received a copy of the agreement between Cardiff University and Hanban in relation to the setting up of the Confucius Institute at Cardiff University in 2007 and its renewal in 2018. In Article 3 of both agreements, a "supplementary agreement" is mentioned. The Cardiff University didn't provide these supplementary agreements, even though I mentioned these explicitly in my request.
I request an internal review. I want all agreements that fall within the scope of my FOI request to be made available to me.
