Please can you provide me with the agenda item and associated reports and appendixes that were covered by agenda item 14 on the agenda paper (the PDF, not the web site)? I note that there was a suggestion that the information may be exempt but I remind you that this is a qualified exemption under FoIA and that Category 3 does not apply for items for which ECDC has granted itself planning permission.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of East Cambridgeshire District Council's handling of my FOI request 'Agenda Item 14, Council Meeting 22nd October'.

Although you quite rightly explain why the item might be exempt, I say again that these are qualified exemptions and I can't see evidence of consideration of the harm against the public interest. The ICO makes it clear (as, indeed do some High Court judgements that the business interests exemption is relatively weak, especially if it is the LA)

Given the procurement is going to be public and the results will be exposed in due course I can't see that the mostly blanket exemption should apply. The leisure centre is one of the most significant projects the District will be carrying out for a generation and it will be a significant feature of any budgeting for generations to come.

I am prepared to believe a redacted copy of the report may be acceptable, for example, where sums of money are mentioned but can't believe that the Councillors were making a decision on a report that was wholly exempt.
