Agenda 21 policies at local constitutional level

Addressed specifically to Wigan Borough Council,

I address this specifically to Wigan Borough Council as that is the name of the sovereign council described on the cover of the local borough constitution. If Wigan Borough Council are better served freedom of information requests at another address than this then please do provide that physical and email address, and name/position of contact, so I can contact them specifically.

I note that in pre-2103 copies of the old format constitution that United Nations Agenda 21 policies had been adopted in the constitution. I note that in the current modular form of constitution that I can see no reference to United Nations Agenda 21 policies.

1. I will require it confirmed why the adoption of Agenda 21 policies/protocols has been expressly omitted from the new modular local constitution?
2. I will require copies of information held confirming the current local constitutional position regarding the adoption and observance of United Nations Agenda 21 policies/protocols. I will happily list these policies for you if required.
3. I will require a most accurate budget cost for each year since 2010 for the borough and its inhabitants complying with United Nations Agenda 21 policies/protocols or such other name(s) that may have been adopted to replace it. If 'Agenda 21' has been dropped or replaced by another name(s) then please provide details of that/those, listing those names by which Agenda21 policies/protocols are applied.
4. I will require copies of the council meeting agenda, resolution, and minutes whereby the council body voted to adopt Agenda 21 policies/protocols (and for any replacement names for those polices/protocols) into the constitution.

Can you provide a link to where the public can inspect the new constitution online? It is now proving difficult to find.

I am writing to respond to your 11 emails received on 31^st August and
refer you to the attached email sent on 6^th August in response to these
FOIs.  I also refer to our email of 27^th August in response to FOI 7426,
also attached for your information.


Section 17(6) of the Act states that there is no need to issue a refusal
notice if the authority has already given the same person a refusal notice
for a previous vexatious or repeated requests.  Further requests on the
same or similar topics will not receive any response.


In accordance with ICO guidance you are not offered the opportunity for a
senior officer review.  However, you can contact the Information
Commissioner, who is the regulator for Freedom of Information.  His

Section 17(6) is a conditional statement which references 14(2). Section 14(2) sates that:

"Where a public authority has previously complied with a request for information which was made by any person, it is not obliged to comply with a subsequent identical or substantially similar request from that person unless a reasonable interval has elapsed between compliance with the previous request and the making of the current request."

As all of your requests are labelled as a 14(2), this effectively means you are forbidden from making any requests whatsoever, to this local authority.
