Dear Walter White,
Thank you for your information request and please accept our sincere
apologies for delay in providing the response to you. We have completed
the necessary search for the information requested. Our response is now
detailed below.
I am seeking information relating to the use of agency social workers
within the Council. Please could I ask you to supply the below information
for the 2021 calendar year;
1) The number of agency social workers used in
(a) Adult Services
2 agency social workers.
(b) Children and Families
6 agency social workers.
(c) Criminal Justice
0 agency social workers.
2) A breakdown of the agencies used, spend per agency, and the volume of
workers engaged from each
(a) Adult Services
Please refer to the table below for expenditure on all agency staff in
relation to (a) Adult Services in the calendar year 2021. Please note that
the figures may cover staff who are not social workers.
2 agency workers from Randstad Care Ltd were engaged.
(a) Adult Services (b) Children and
Families

THE SOCIAL CARE COMMUNITY PARTNERSHIP 35,859.53
LIMITED
RANDSTAD CARE LTD 75,325.62 163,023.07
TAYLOR DAVENPORT RESOURCING LTD 3,022.50
SEVEN RESOURCING LTD 50,263.32
INDIVIDUAL 23,500.00
75,325.62 278,038.78
(b) Children and Families
Please refer to the table below for expenditure on all agency staff in
relation to (b) Children and Families in the calendar year 2021. Please
note that this may cover staff who are not social workers.
We are unable to provide you with the name of an individual as we consider
that this information is exempt from disclosure.
In making this decision Aberdeen City Council considered the following
points:
We are of the opinion that Section 38(1)(b) applies to your request as the
information in question is personal information relating to a living
individual, who can be identified from it.
Further, Section 38(2A)(a) applies, as we consider that disclosure of this
information would be a breach of the first Data Protection Principle (that
personal information must be processed fairly and lawfully).
(a) Adult Services (b) Children and
Families
THE SCOTTISH NURSING GUILD 2,370.36
THE SOCIAL CARE COMMUNITY PARTNERSHIP 35,859.53
LIMITED
RANDSTAD CARE LTD 75,325.62 163,023.07
TAYLOR DAVENPORT RESOURCING LTD 3,022.50
SEVEN RESOURCING LTD 50,263.32
INDIVIDUAL 23,500.00
75,325.62 278,038.78
Please note that we are unable to provide you with the volume of workers
engaged from each agency for (b) Children and Families as the cost of
providing it has been calculated as being in excess of the statutory
maximum (£600). To explain this, an officer would be required to check
each transaction manually. This has been calculated at 10 minutes per
transaction (250 transactions), which equates to 41 hours, at the cost of
£625 in total.
In order to comply with its obligations under the terms of Section 16 of
the FOISA, we are refusing your request under the terms of Section 12 -
Excessive Cost of Compliance - of the FOISA.
The Access to Information Team would be happy to discuss ways in which you
may refine your request, so we can provide some information of interest to
you within the maximum cost limits. Please do contact the Access to
Information team on 01224 522166, who will be happy to advise you, if this
is something you would like to pursue.
Criminal Justice
This question is not applicable to Criminal Justice as this service did
not use agency social workers in the 2021 calendar year.
We handled your request for information in accordance with the provisions
of the Freedom of Information (Scotland) Act 2002.
If you are dissatisfied with the way we have handled your request or the
content of it, you are entitled to ask for an appeal. You can do this from
your [1]Aberdeen City Council self service account.
For more information on your right to review, please visit [2]Freedom of
Information Review and Appeals.
We hope this helps with your request.
Kind regards
