For the use of agencies, please can you confirm if the Council works under, Non-Clinical Temporary and Fixed Term Staff CCS Framework RM6160 and the new CCS Non-Clinical Staffing Framework Agreement RM6277.
Please can you confirm the list of agencies that have supplied to the trust under the framework through the dates of January 2022 – December 2022.
For the same 12-month period, please can you provide the list of agencies that have supplied to you staff outside of the framework CCS Framework RM6160 .
Please outline your spending per agency, broken down by grade and speciality of roles or lots department for the above time period.
Lot 1 – administration and secretarial roles
Lot 2 – finance, accounts and audit roles
Lot 3 – IT technicians, analysts and technical engineer specialists
Please can you confirm on what occasions you would look to go outside of the framework for roles as below;

has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.

Adecco & The Council considers the cost information requested to be
commercially sensitive information and covered by the exemption provided
in Section 43 of Freedom of Information Act. This exemption applies to
information which if disclosed would, or would be likely to, prejudice the
commercial interests of any person, including the Council.
It is important to remember that when information is released under the
Freedom of Information Act 2000, it is considered released to the wider
public. In deciding whether to apply this exemption the Council is
expected to balance the public interest test in withholding the
information against the public interest in disclosing the information.
Although there is always a clear case for transparency of council spend
and in informing the public how the council allocates taxpayer’s
resources, the information is considered, by the Council, to be
commercially sensitive as its disclosure would, or would be likely to,
prejudice the commercial interests the Council, as it is considered that
if the information is disclosed to you it could potentially weaken the
Council ability to obtain value for money in respect of any future
purchases of this type.
