Thank you for your recent FOI request.  Please find below our response.

 

NYCC are committed to recruiting staff directly using agency workers for
short term emergency assignments or when direct recruitment has
temporarily failed. Some agency usage is necessary to engage independent
assessors (Best Interest/ Mental Health Assessors), workers that cannot be
employees and due to IR35 tax regulations and the need to process payment
through PAYE payroll they are engaged as agency workers. There has been in
increase in the use of agency workers in the past 12 months due to a back
log of work following the COVID pandemic and due to significant labour
market scarcity.

2021-22 Total £2,315,069

2020-21 Total £716,389
