Dear Stockton on Tees Council,

1) What is the value of spend on temporary staff from recruitment agencies by Stockton on Tees Council in 2015 - 2016?
Please ensure a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor)

2) If you have a Framework in place for the provision of temporary staff, please tell me:
a. The titles and content of the relevant frameworks
b. Who is on the current frameworks
c. The start and end dates of the frameworks
d. Any possible extension periods to the frameworks
e. The name and contact email of person responsible for the
frameworks.
f. The current performance of suppliers that are on the framework against their agreed KPIs.

3) Please can you attach a copy of the framework agreement of the supply of agency/temporary staff between Stockton on Tees Council and the parties/organisations it was let to.

4) If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following;
a. How was the contract to manage/provide the supply of
agency/temporary staff let?
b. Who was the contract to manage/provide the supply of
agency/temporary staff let to?
c. When was the contract to manage/provide the supply of
temporary/agency staff to Stockton on Tees Council let?
d. When did the contract to manage / provide the supply of temporary / agency staff commence, how long does it run for and what is the end date?

5) If you have an MSP in place, Please can you attach a copy of the contract for the management/provision of the supply of agency/temporary staff between Stockton on Tees Council and the party/organisation the contract was let to

your request I can now provide the following information. 

 

1) What is the value of spend on temporary staff from recruitment agencies
by Stockton on Tees Council in 2015 - 2016?

Please ensure a gross spend value is detailed and include all spend
associated to any contract let for the management/provision of temporary
staff by a contracted provider (whether Vendor neutral or Master vendor)

 

The total value of spend for temporary staff from recruitment agencies by
Stockton on Tees Council in 2015 – 2016 is £3,668,452.85

 

2) If you have a Framework in place for the provision of temporary staff,
please tell me:

 

a. The titles and content of the relevant frameworks

 

Framework Agreement for the Provision of a Vendor Neutral Managed Service
for Temporary Agency

 

b. Who is on the current frameworks

The below KPI’s are from a regional perspective and do not take into
account individual Authority specific performance measures:-

 

⁻          Regional Savings – measured in terms of historic spend
information and pay rates against current spend information and pay rates
(Contractor is exceeding)

 

⁻          Framework Growth – measured in terms of historic throughput and
anticipated volumes compared to current throughput and delivered volumes
(Contractor is exceeding)

 

⁻          Member Uptake – measured in terms of NEPO Members accessing
Framework compared to current NEPO Members accessing Framework (Contractor
is exceeding)

 

⁻          System Offering – measured against tendered scope and
contracting authority feedback/improvement suggestions during regional
contract management reviews (Contractor notified that current offering
does not satisfy requirements in their entirety and are currently in a
major development/investment phase to update system offering and platform
for scheduled extension)

 

⁻          Customer Service – measured quarterly based on Contracting
Authority feedback (Contractor previously operating below standard in
terms of communication and helpdesk support primarily following a poor
implementation strategy.  However, have shown significant improvements
from August 2015 and anticipate this to be satisfactory following the next
survey exercise).

 

3) Please can you attach a copy of the framework agreement of the supply
of agency/temporary staff between Stockton on Tees Council and the
parties/organisations it was let to.

Open process advertised via the NEPO e-Tendering Portal (OJEU Ref: 2014/S
078-136345). Framework Agreement for the Provision of a Vendor Neutral
Managed Service for Temporary Agency Workers (24 Months Commencing 01st
November 2014 with the option to extend for up to a further 24 month
period).

 

b. Who was the contract to manage/provide the supply of agency/temporary
staff let to?

1^st November 2014

 

d. When did the contract to manage / provide the supply of temporary /
agency staff commence, how long does it run for and what is the end date?

 

The contract period is 24 months with a 24 month extension period.  The
contract is due to expire 31^st October 2016 with the option to extend to
31^st October 2018.

 

5) If you have an MSP in place, Please can you attach a copy of the
contract for the management/provision of the supply of agency/temporary
staff between Stockton on Tees Council and the party/organisation the
contract was let to
