Dear Amanda Walker

Re: Request for Information - Agency Spend in Schools - Reference Number:
CHS/9FFHT6

Thank you for your request for information, which was received by
Manchester City Council on 17/01/2014 and has been considered under the
provisions of the Freedom of Information Act 2000.

You asked:

I am interested in the amounts paid by all Schools in Manchester LEA to
third parties in relation to temporary agency staffing cover. My
hope is to receive an electronic breakdown of amounts paid
through the department's purchase ledger by school from Sept to Dec 2013.
Please can you supply the following information in an excel spread sheet
format:-

School Name – URN or DFE number – agency/supplier name – total amount paid

In response to your request, I have summarised the information as follows.

Please see the attached document. The total spend on agency staff per
school is listed but a split by how much is spent on each supplier cannot
be provided as this information is held on each local school system.

To search for this information it would have to be downloaded from each
school, sent to the Council and collated which would take more than 18
hours.
It is estimated that the statutory cost limit of £450 (which is calculated
as being approximately 2.5 days of a council officer's time to determine
whether the Council holds the information, locate, retrieve and extract the
information) would be exceeded if the Council supplied the requested
information to you. If you require more information about the Council’s
Fees & Charges Policy, this may be downloaded from
http://www.manchester.gov.uk/site/script...
. If you do not have internet access and require a paper copy, please let
me know.

FOIA does not oblige us to comply with requests that exceed this amount.
If you are able to modify or narrow the scope of your request, it may be
possible to provide the information you require without exceeding the
statutory limit. If you require any advice or assistance in doing this,
please contact me on the number above.

Although a preference for figures for September to December 2013 has been
expressed, we hold records for the full financial year, therefore these
figures have been provided instead.

Please note if you are not satisfied with this response you may ask for an
internal review. If you wish to complain you should contact the
Information Governance Unit via [Manchester City Council request email] or
Town Hall, Room 401, Manchester, M60 2LA.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a decision.

The Information Commissioner can be contacted at:

Please remember to quote the reference number above in any future
communications.
