made no agency placements in special needs schools or the pupil referral
service.

Thank you for your further email – sorry for the delay in responding.
NYCC have two ways of 'hiring' staff:
1. Direct hire - this will include those employed on temporary
employment contracts. Within special/complex schools we have 137 relief,
temporary or casual employees. Within the pupil referral units we have 6
relief, temporary or casual employees.
2. Temporary Agency Workers - not employed by NYCC but are
contracted via an agent, this would include temporary agency workers that
are often referred to as 'supply' staff. In this category we have no
record of any temporary-supply usage in the categories and timeframe
stipulated.
