University Hospitals of Leicester NHS Trust on 26 October 2018.  Within
UHL NHS Trust, Freedom of Information Act requests are managed centrally
by the Corporate and Committee Services Team, and I confirm that your

Thank you for your Freedom of Information Act (FOI) request, as received
on 26 October 2018 and acknowledged on 2 November 2018.  Please accept my
apologies that it has not been possible to respond to your request within
the usual 20 working day timeframe.  For information, the University
Hospitals of Leicester NHS Trust is one of the largest and busiest NHS
teaching Trusts in the country incorporating the Leicester Royal
Infirmary, Glenfield and Leicester General Hospitals. Our three hospitals
have around 15,000 staff serving around 1.2 million people across
Leicester, Leicestershire and Rutland, and a further two to three million
people from the rest of the UK who come to us for treatment from one of
our specialist services.  During 2017/18 we treated 1,410,500 patients –
that’s 3,864 patients each day.

 

Following consultation with colleagues from the Human Resources
Directorate, Finance and Procurement Directorate and Corporate Nursing
Directorate, I confirm that the University Hospitals of Leicester NHS
Trust holds information covered by your FOI request.   In your Freedom of
Information Act request, you asked for the following information and the
Trust’s response is provided below following your request:-  

 

1.       How many doctors have been booked outside of IR35 since April
2017?

2.       What is your yearly trust spend (Oct 17 to Oct 18) on agency
locum doctors via framework agencies, broken down into grade and
specialty?

3.       What is your yearly trust spend on agency locum doctors (Oct 17
to Oct 18) via OFF-framework agencies, broken down into grade and
specialty?

4.       What is your average total charge rate for a locum consultant
doctor?

5.       Who is the highest paid locum Consultant, what is the hourly rate
and in what specialty do they practice?                 

6.       Please can you outline your spend per agency, broken down by
grade and specialty of doctor over the past 12 months?

 

I am advised by colleagues within the Trust’s Finance and Procurement
Directorate that the information requested under questions 2 and 6 of your
request is not held in an easily accessible electronic format. As such,
undertaking the work required to respond to your request would require a
manual review of all invoices for agency locum doctors over a one year
period. As this work would take significantly in excess of the
‘appropriate limit’ of 18 hours, as provided for under the Freedom of
Information Act 2000 (Section 12 refers), the Trust does not intend to
undertake this work.

 

However, under the Trust’s Section 16 duty to advise and assist, the Trust
is able to respond to parts of your request within the 18 hour
‘appropriate’ time limit. Please therefore find detailed below the Trust’s
response to elements of your request:-

 

How many doctors have been booked outside of IR35 since April 2017?

What is your yearly trust spend (Oct 17 to Oct 18) on agency locum doctors

Please see the table below which details the total spend over October 2017
– October 2018 for medical agency. As per the advice provided above, it is
not possible for this data to be broken down into grade and specialty, or
as spend per agency, without undertaking a manual review of invoices which
would significantly exceed the ‘appropriate limit’ of 18 hours:

what specialty do they practice?

 

Hourly rate: £119.99, Speciality: Neurology Medical Staff.

 

Please note that the name of the specific staff member in question is
being withheld under Section 40(2) of the Freedom of Information Act 2000
as this information, when disclosed with the data referenced above, would
constitute the release of personal information about someone else, which
is an absolute exemption.

response is satisfactory and provides you with the information requested
