1. How many doctors have been booked outside of IR35 since April 2017?
2. What is your yearly trust spend on agency locum doctors via framework agencies, broken down into grade and specialty?
3. What is your yearly trust spend on agency locum doctors via OFF-framework agencies, broken down into grade and specialty?
4. What is your average total charge rate for a locum consultant doctor?
5. Who is the highest paid locum Consultant, what is the hourly rate and in what specialty do they practice?
6. Please can you outline your spend per agency, broken down by grade and specialty of doctor over the past 12 months?

Request for Information under the Freedom of Information (Scotland) Act

Thank-you for your Freedom of Information request, please see the response
to your request below:

 

Q1. How many doctors have been booked outside of IR35 since April 2017?

A1. No doctors have been booked outside of IR35 since April 2018.  During 
2017/18 all of the hospital and GP out of hours agency doctors (totalling
about 266 doctors) were either through direct engagement or on payroll,
however a small number of GP locums for about 4 practices were out with
IR35 (58 of these did less than 10 sessions and 14 more than 10 sessions
during the year)

 

Q2. What is your yearly trust spend on agency locum doctors via framework
agencies, broken down into grade and specialty?

Q3. What is your yearly trust spend on agency locum doctors via
OFF-framework agencies, broken down into grade and specialty?

Q4. What is your average total charge rate for a locum consultant doctor?

A4. £118 per hour

 

Q5. Who is the highest paid locum Consultant, what is the hourly rate and
in what specialty do they practice?

A5. £154.53 per hour.

We consider that the disclosure of the name and speciality of the highest
paid locum consultant would amount to unfair processing of personal data
in contravention of Article 5(1) (a) of the General Data Protection
Regulation (GDPR) which states personal data shall be processed lawfully,
fairly and in a transparent manner in relation to the data subject.
Therefore this information is exempt from disclosure under section 38 (1)
(b) of FOISA. The exemption is absolute, meaning it is not subject to the
public interest test in section 2(1) of FOISA.

 

Q6. Please can you outline your spend per agency, broken down by grade and
specialty of doctor over the past 12 months?

A6. See Q6 tab on spreadsheet.  The vast majority is paid to Brookson, our
direct engagement provider.  There is also over £1 million paid by us to
those agency doctors paid through our payroll.  The amounts shown against
agencies should be commission payments.

 

I trust this response is helpful. However, under the Freedom of
Information (Scotland) Act 2002 if you are dissatisfied with our response
you are entitled to request a review. A request for a review must be made
