Dear Mr Hilton,

Re: Your Information Request – FDN-275005

I am writing in response to your email received 21 January 2018 in which
you have made a request for information held by the Parliamentary and
Health Service Ombudsman (PHSO) under the Freedom of Information Act 2000
(FOIA).

You requested the following:

‘Please can you give me a breakdown of the people you have recruited since
2014 to 2018 by age and gender and by job role’

I can confirm that PHSO does not hold the information you have requested
in an accessible format.

For us to provide a breakdown by of job roles alone, would require a
manual process of searching historical reports. We would need to manually
review 48 internal reports from a four year period. We would then need to
compare each report, and further account for were internal staff have
changed job roles.

It is estimated this would take approximately 30 minutes this for each
report which would total 24 hours. This would incur a commitment of
resources in excess of the limit of £450 set by the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No.
3244 of 2004), which equates to 18 hours of work. Section 12(1) of the
Freedom of Information Act provides that a public authority is not obliged
to comply with a request where to do so would exceed such a limit.

However, Section 16 of the Freedom of Information Act obliges PHSO to
provide advice and assistance on how to reduce the scope of the request so
that it does come within the appropriate limit.

In this instance we can give a breakdown of the people we have recruited
between 2014 and 2018 by age and gender; however, our systems will not
allow us to break this down in to job roles. If you would like this
information please get back on touch.

I hope you have found this email helpful. If you believe I have made an
error in the way I have processed your information request, you can
request an internal review. To do this please email
[1][Parliamentary and Health Service Ombudsman request email] and included details of your
concerns so we can consider them further.

If you remain dissatisfied following the outcome of the internal review,
you would have the option to complain directly to the Information
Commissioner’s Office (ICO). Details of how to do this can be found on
their website [2]www.ico.org.uk.

Yours sincerely,
