determined that the questions raised are complex, requiring the collation
of information from multiple sources over a 5 year timescale, and that to
do so would take more than 18.5 hours.

Under Section 12(1) of the Freedom of Information Act 2000, public
authorities are not required to comply with a request for information if
it is estimated that to do so would exceed the appropriate limit of 18.5
hours. Your request is refused under that provision.
