While researching the use of aerial drones by public authorities, I came across the following article

which states

"Skyz The Limit were recently in Thetford Forest helping out Norfolk Fire & Rescue whilst they were on exercise for Triton II using our UAV drones for live aerial video footage and feedback.

Another great example of the amazing uses for our drone UAV aerial video and photographic capability to help our firefighters save lives."

They also show a video on their website which appears to have been commissioned by Norfolk Fire and Rescue Service, shot using drones at http://www.skyz-the-limit.co.uk/norfolk-...

These indicates that Norfolk Fire and Rescue Service engaged the services of Skyz The Limit to provide aerial footage for recruitment and also for use at least 1 exercise. Please can you provide a copy of all policies relating to the use of such drones, including the privacy impact assessments that should have been carried out as per section 7.3 of the CCTV guidance from the ICO found at https://ico.org.uk/media/for-organisatio...

Also can you provide a copy of your Data Protection registration to confirm that Norfolk Fire and Rescue Service or it's parent organisation have registered the use of such drones with the ICO, indicating the purpose of the use of such drones

Dear Thomas, Rita,

Can you please confirm if Norfolk Fire and Rescue Service have or have not engaged the aforementioned company to use arial drones to provide CCTV as per the firms website press releases, i'm sure a check for any payments to that firm would be appropiate as I beleive you have to publish all spends over a certain amount. Also can you confirm this means that Norfolk Fire and Rescue Service have no policy on the use of such devices, as "you hold no information on this subject"

I am writing to request an internal review of Norfolk Fire and Rescue Service's handling of my FOI request 'Aerial drone CCTV Policy'.

I am writing to complain over the handling of FOI request 009/ENQ260074. I do not feel that the answer "We do not hold the information requested" is accurate.
The reason I feel I have received a inaccurate answer is that all organisations above a very small size must be registered with the Information commissioner, and are required to state what information they are recording and for what purpose, and I specifically requested a copy of your registration with the Information Commission for what you are registered to collect and use data for. This was not given in the response.

I have separately emailed the address given in your response for complaints on the 19th March, and have yet to receive a response or acknowledgement to that email, so I have also now raised the complaint here.

Dear Mr Jones

I have now reviewed your request and our response and have found that our response was correct but could have been more helpful in explaining the position regarding the use of these Drones by Skyz The Limit to record a training exercise.

Norfolk Fire and Rescue Service (NFRS) does not currently use drones. It therefore, does not have a policy regarding their use.

NFRS is part of Norfolk County Council. The Council’s registration with the ICO can be found here: https://ico.org.uk/ESDWebPages/Entry/Z53.... This registration does not refer to the use of drones as the Council does not use drones.

The information that you have found regarding the use of Drones in relation to NFRS is, as you have stated, on the website of a private company and not that of NFRS. The training exercise that this relates to was organised nationally and not by NFRS. The drones were operated by this private company and not NFRS and therefore it is the private company that would need to be registered with the Information Commissioner regarding the use of drones.
