Response to this request is long overdue. By law, under all circumstances, Powys Teaching Health Board should have responded by now (details). The person who made the request can complain by requesting an internal review.

Dear Powys Teaching Health Board, following a recent freedom of information request to WAG (H&SSG), concerning the lack of A&E provision in mid Powys, I received the Following:

"In Wales, the Cabinet Secretary for Health, Well-being and Sport has a role to set the strategic direction for health services and hold the NHS to account. However, it remains the responsibility of health boards to plan how services will be delivered at a local level and they must regularly review these services to ensure they meet the needs of their resident population."

In respect of the above, please provide or direct me to, all the documented results of these 'regular reviews' whose purpose is to assure the public.

Dear Pamela Davies (Powys Teaching Health Board - Corporate Services Hub), my request is valid within the terms and requirements of the Freedom of Information Act 2000, therefore I insist on a full and honest response commensurate within that act and you have no unilateral authority to treat it any other way unless your response is a refusal which would require reasonable grounds. For me to incur time and expense in travelling to a meeting is entirely unreasonable, as all I am requesting is electronic copies of existing documentation, which is of insignificant expense.

Dear FOI (Powys Teaching Health Board - FOI), thank you for the information you sent, however, it contains no evidence of any "regular review", merely a set of proposals cobbled together as an un-financed plan.

My request:
"In respect of the above, please provide or direct me to, all the documented results of these 'regular reviews' whose purpose is to assure the public."

would imply documentation of meeting minutes and review reports which would give a more credible assurance that problems and deficiencies had been identified and appreciated, and that your subsequent plans are well founded and credible.

Despite clarifications and an inordinate length of time you have not provided ant evidence which would assure anyone with a modicum of intelligence.

You are treating this subject as if you were selling a Mediterranean cruise and not the serious matter of deficient health service provision.

In view of your failure to provide the level and quality of information requested, I demand that your handling of this matter is put to review.
