DAWES TREVOR,

Dear Mr Craig

Thank you for e-mail message of 13 December about the Advisory Council on
Libraries (ACL).  We have dealt with your request under the Freedom of
Information Act 2000 (‘the Act’) and we confirm that DCMS holds
information within the scope of your request. However, we have determined
that some of this information may be exempt from release under section 35
(formulation of government policy) of the Act. This is a qualified
exemption and, as such, it is necessary to carry out a public interest
test to consider whether, in all the circumstances of the case, the public
interest in maintaining the exemption outweighs the public interest in
disclosing the information.

By virtue of section 10(3) of the Act, where public authorities have to
carry out a public interest test, they do not have to comply with the
request until such time as is reasonable in the circumstances. Due to the
need to consider where the balance of the public interest lies in relation
to the information that you have requested, the Department will not be
able to respond to your request immediately. However, we aim to let you
have a substantive response to your request by 12 February 2013.

Yours sincerely,

Trevor Dawes

Dear Mr Craig

Further to my message of 15 January, I am now able to provide a
substantive response to your request under the Freedom of Information Act
2000 (“The Act”).  To take each of your three questions in turn:

1.      Details of the ACL's current membership and officers

* Amanda Ridout - term ends 11 February 2013
* Jennifer Holland - term ends 2 August 2013

2.      Dates of last three meetings (with copy minutes)

* 4 February 2010
* 21 October 2009
* 11 June 2009

I have redacted the names of DCMS officials below Senior Civil Service
level under section 40(2) of the Act, which exempts the personal data of a
third party.

3.      Dates of last three advices given to ministers (with copies)

Following a search of the Department’s records, I have located only one
document which falls within the scope of this question.  The document is
available on the Department’s website via the following link:

dissatisfied with any aspect of our response to your request for

You have the right to ask the Information Commissioner’s Office (ICO) to
investigate any aspect of your complaint. Please note that the ICO is
likely to expect internal complaints procedures to have been exhausted
before beginning his investigation.

Yours sincerely
