Thank you for your enquiry which was received on 15/5/18 regarding advice
sought regarding ground conditions prior to EA making the decision to
reclocate Black Brook Culvert, Stockport.

 

We respond to requests under the Freedom of Information Act 2000 and
Environmental Information Regulations 2004.

 

The ground conditions were discussed with AE Yates the Contractor who have
a specialist tunnelling and culverting team.

 

The advice sought was if the works were possible and the potential risks.
It was also highlighted that the contractor would need to carryout trial
holes when on site to determine the ground conditions and the necessary
approach taken to reduce risk.

permitted use of this information.

Thank you for responding to my request.

Since my request was for details of the expert advice that you sought regarding the ground conditions prior to the Environment Agency making the decision to relocate the culvert to its current location, I assume from your response, that the expert advice that you received was from A.E.Yates, who were subsequently awarded the contract to carry out the work.

For this reason, I would not consider advice given by this company to be independent. Did the Environment Agency actually seek any independent advice regarding the ground conditions before deciding that relocating the culvert rather than repairing the existing one was the best course of action?
