Advice received on inclusion and diversity from external organisations

The request was successful.

Dear Office of Communications,

This is a request under the Freedom of Information Act 2000 (FOIA).

Further to the recent announcement that you have reviewed your relationship with Stonewall, could you please provide the names of all organisations you have sought guidance, views and/or advice from in respect of your internal inclusion and diversity work (in the context of your responsibilities as an employer) in each of the last three financial years, together with the amounts paid to each of them and a broad indication of the subject matter and protected characteristic(s) (where relevant) the guidance, advice etc. covered.

Yours faithfully,

C Griffiths

Ofcom - Secretariat, Office of Communications

Dear C Griffiths,

Further to our acknowledgment dated 1 September to your Freedom of
Information request about Ofcom’s withdrawal from Stonewall’s Diversity
Champions’ membership programme, it is occasionally necessary to extend
the 20-working-day time limit for issuing a response to FOI requests. In
this case, this is because the information requested is being considered
under one of the exemptions to which a public interest test applies,
namely Section 36 which deals with free and frank exchange of views.  This
extra time is needed in order to decide whether the public interest is in
favour of releasing the information or not. I will contact you again by 26
October 2021.

Kind regards,

Information rights team

Dear Office of Communications,

Thank you for your response.

I would be grateful if you could offer me guidance on how I can best reframe the request in order to obtain as much of the information as possible, whilst bringing it below the cost limit.

For example, would it help if I restricted the request to advice/ guidance sought by your central HR team (or whichever team is responsible for diversity and inclusion policies etc); and/or to fewer years; and/or to a subset of organisations you have sought advice from e.g. professional diversity and inclusion bodies and accreditation bodies.

As you may be aware, Section 16 of the FOI Code of Practice (https://www.gov.uk/government/publicatio...) advises that bodies should 'provide advice and assistance, so far as it would be reasonable to expect the authority to do so' and ICO guidance (https://ico.org.uk/media/for-organisatio...) interprets this as a suggestion that the authority should provide suggestions of this nature.

Yours faithfully,

C Griffiths

Dear C Griffiths

Thank you for your email and enquiry regarding how the scope of your
request for information might be refined.

In our response to your initial request, we provided information which we
hoped would assist you with identifying the information you are interested
in and narrowing the scope of your request. For example, we highlighted
that the information captured by your initial request would cover
different teams within Ofcom, the types of bodies with whom we might have
discussed diversity and inclusion issues with, and the broad scope of
protected characteristics and other issues that this engagement might have
covered.

We therefore confirm that it would be helpful if your request were
narrowed, by reference to this information, to a particular team, a
shorter time period, and a subset of organisations either by identifying
these organisations by name or issue. If you are able to provide an
indication of a further narrowed request, we would be happy to provide
further advice and assistance on that specific request.

Kind regards

Information Rights Team

Dear Julia Snape,

Thank you for your response. I will attempt to clarify my request as suggested although as I do not know the organisational structure of Ofcom, nor the names of the organisations you have sought advice from (that being the whole purpose of my request) it may prove difficult.

Could you please provide the names of all the professional diversity and inclusion bodies and accreditation bodies that Ofcom has received advice and/or guidance from on diversity and inclusion initiatives in the last financial year, where such advice/guidance was provided on a remunerated basis, together with a broad indication of the subject matter covered (eg LGBT, disability, etc).

Yours sincerely,

C Griffiths
