advice provided to chancellor on potential cost of Libya mission

The request was successful.

Dear Her Majesty's Treasury,

If you hold details of the advice or figures Mr Osborne was provided which allowed him to state in the House of Commons, on the 22 March 2011, that the British involvement in Libya would be "tens of millions not hundreds of millions" please can you release it

Yours faithfully,

Harry Raffal

Dear responses, FOI - HMT,

Thank you for your recent message. I appreciate the legitimacy behind your reasoning for maintaining the exemption cited. However, I would appreciate it if you could review the possibility of releasing any information which provides a specific figure or range for the mission in Libya. I would be more than willing for you to redact any details which may be outside of this information and even, if necessary the author of the advice. As such I Feel that the specific exemptions you have cited would no longer preclude the release of any information.

Please note I am not requesting an internal review at this time but reserve the right to do so in the future.

Yours sincerely,

Harry Raffal

Dear Mr Raffal

Thank you for your email dated 18th April.

You asked that we reconsider releasing a figure or range for the cost of the Libya mission.

The estimate for costs of operations in Libya is and continues to be based on specific advice on operational force and activity levels, which remains Secret. The Treasury is working closely with the Ministry of Defence to refine the costs, which are clearly driven by the level of activity required to support the operation. It is still too early to give an accurate estimate of the in-year cost of the operation; however, current work indicates it will be in the region of that described by the Chancellor of the Exchequer on 22 March.

If you have any queries about this letter, please contact me. It will be helpful to us if you remember to quote the reference number above in any future communications.
