Advertising and marketing expenditure

Dear De Montfort University,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Please could you provide a breakdown of advertising and marketing expenditure by line item. If this could be submitted as an excel that would be much appreciate. Ideally this would cover the following questions:
1. What has been the total annual budget for marketing over the last 5 years (2017-2021)?
2. How much of the marketing budget is spent on in-house marketing and how much is spent on 3rd party providers (e.g. Agencies)?
3. What are they types of third party services used e.g. (managed marketing services, content creators, self-service platforms) and how is the expenditure distributed among them?
4. How much of the marketing budget is spent on digital advertising and how much is spent on traditional advertising methods?
5. What is the segmentation of digital expenditure by channel (e.g. how much is spent on Facebook ads, Google ads etc.) ?
If this request is too wide or unclear, I would be grateful if you could contact me. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

Your request for information has been considered under the requirements of
the Freedom of Information Act and our response is as follows:

 

The University has decided that the information you have requested is
refused under section 43(2) of the Act.  The University has decided that
the information you have requested is commercially sensitive, and that to
provide it would be likely to prejudice the commercial interests of the
University or the University’s partner organisations.

 

Commercial interests in this instance, relate to the ability to
participate in commercial activity.  The University operates in
competition with other higher education institutions in marketing
undergraduate (and postgraduate) programmes. Student recruitment is
perhaps the most competitive element of the higher education marketplace.
The University recognises the general public interest in transparency, and
of demonstrating the best use of public resources, however disclosing the
University’s marketing, advertising and student recruitment expenditure
could give other institutions an insight into our tactical approach to our
recruitment strategy, and might allow other institutions to gain a
competitive advantage.

 

It is the current policy of the Government that the higher education
market should be competitive in the interests of students and the wider
public and indeed, this is why it regulates markets and anti-competitive
practices.  Prejudicing the University’s ability to compete fairly is not
in the public interest because the University is an engine of economic
growth and long-term economic resilience through its role in developing
highly-skilled knowledge workers, its research and generation of new
knowledge and intellectual advances, its contribution to the cultural
vibrancy of the region and the nation and as an employer.  The University
is also a charity and so its trustees are under a duty to avoid activities
that might place the charity’s endowment, funds, assets or reputation at
undue risk.  Taking these factors into account, the University does not
consider it to be in the public interest to disclose this information.

 

Therefore, under S43(2) of the Act the University is not providing the
information you have requested.
