Advertisement consent for parking management signs at Corporation Street, Preston

We're waiting for Dr Nigel Byrom to read recent responses and update the status.

Dear South Tyneside Metropolitan Borough Council,

From September 2008 the Council had a contract for car park management at the Corporation Street
car park, Preston (thought to be formerly the Dutton Forshaw car site). From September 2013 the
Council had a further contract, for three years, to manage this site.

I am interested in learning of the planning history of this site, and am making this enquiry because the
information does not seem to be readily available in public records available online.

Parking management and enforcement was apparently by means of automatic number plate recognition
(ANPR) cameras and signage deemed to constitute a contract with the parker. I have photographs of
large signs displayed at the car park by your contractor, ParkingEye, and I understand that the cameras (especially if mounted on free-standing poles) may have required planning consent from the local planning authority, Preston City Council. More importantly, local planning authorities across the UK almost
invariably tell me that large signs of this type require advertisement consent.

Please supply the following information:-
1) When did South Tyneside Council (STC) acquire the land upon which the car park is situated and who
was the previous owner?
2) If STC is no longer the owner, when did they sell it on and to whom?
3) Did the ParkingEye contract commencing September 2013 run its full three-year term and if not
why not?
4) Upon expiry or cancellation of the contract mentioned in 3) above, was there a further contract
and if so with which contractor?
3) Did STC or any agent / contractor at any time apply to Preston City Council for planning consent
for ANPR cameras (e.g. under the Town & Country Planning Act 1990) or for signage (under the 2007
Regulations) at this site? If so, please supply a copy of the relevant application forms and decision
documents (only, not all the plans, etc), or alternatively state where these can be found. (This
includes any applications which were withdrawn or refused).
