Dear West Berkshire Council,

Under the Freedom of Information Act, I kindly request the
following information in relation to eligibility criteria and
spending for adult social care services:

1. From 1st April 2011, what is your council’s set eligibility
criteria banding for social care services, as set out in the
statutory guidance; ‘Prioritising need in the context of Putting
People First: A whole system approach to eligibility for social
care. Guidance on Eligibility Criteria for Adult Social Care,
England 2010’.

2. What was your council’s eligibility criterion banding for social
care services on 1st April 2010?

3. What was the total spending on adult social care for the
following financial years:

i. 2005-06
ii. 2006-07
iii. 2007-08
iv. 2008-09
v. 2009-10
vi. 2010-11

4. What was the spending on adult social care for adults aged 18-65
with a learning disability, for the following financial years:

i. 2005-06
ii. 2006-07
iii. 2007-08
iv. 2008-09
v. 2009-10
vi. 2010-11

5. How much funding for adult social care has been allocated in the
2011-12 council budget?

6. Does the answer to question 3 include all additional funds for
adult social care as announced in the Comprehensive Spending Review
in October 2010?

7. How much funding will the council receive in 2010-11 of the
additional £1bn on social care funding, announced in the
Comprehensive Spending Review in October 2010, from the NHS?

Request for information: Budgets for Social Care

Thank you for your request. I have attached the Budget Book for Community Services for 2010-11. This shows an original estimate expenditure in 2010-11 of £47,602,270 with estimated income of £13,534,780. In addition the 2011-12 Budget Books can be found here: http://www.westberks.gov.uk/index.aspx?a... - these include the information on the actual expenditure in 2010-11, and the proposed expenditure in 2011-12. The spreadsheets also contain breakdowns (use the tabs at the foot of the sheet) of different funding streams. COMASC is the tab for the Adult Social Care data.

I will discuss the remainder of your request with the Community Services and Finance Service. We will seek to respond within twenty working days.

I have now obtained the remaining information to respond to your request. You have asked for:

I have attached a table showing the funding up to end 2009-10. All the data is taken from our revenue outturn forms. The revenue outturn for 2010-11 will be published in mid July and therefore falls within the exemption at S22 (information intended for future publication) of the Freedom of Information Act 2000, and a copy of the exemption is attached. However, the Budget Books will give you the unvalidated figures for 2010-11.

6. Does the answer to question 3 include all additional funds for adult social care as announced in the Comprehensive Spending Review in October 2010?
The figures in 2011-12 budget include the amounts resulting from the CSR, as all the previous year's budget was before the CSR.

7. How much funding will the council receive in 2010-11 of the additional £1bn on social care funding, announced in the
Comprehensive Spending Review in October 2010, from the NHS?
