I refer to the above and your request dated 28 September 2017. I have
contacted the relevant services and now provide a response to the
following request.

 

1. The current average number of weekly hours commissioned to private
domiciliary care providers for Adult Social Care as of August 2017

The current average number of weekly hours commissioned to private
domiciliary care providers for Adult Social Care is thirteen per service
user.

 

2. The estimated Annual Spend commissioned for Adult Domiciliary Care
through private domiciliary care providers (Based on 2016)

The estimated annual spend, based on 2016/17, is £21.5million

 

3. The type of agreements held with private domiciliary care providers
commissioned to deliver Adult Social Care services such as frameworks,
Spot Contracts, Block Contracts etc and their start/end dates

Leeds City Council has in place a contract awarded to four companies to
act as our primary providers in specified geographic areas commencing June
1 2016 and ending 31^st May 2021. Leeds City Council also has in place a
framework contract operating citywide to which 8 providers have been
awarded a place. The primary providers have also been awarded a place on
this framework bringing the total to 12 providers. This framework likewise
commences June 1^st 2016 and ending 31st May 2021. The council also when
the need arises will enter into a spot arrangement with additional
providers. The duration of these spot arrangements will be dependent on
the individual circumstances of the service user.

 

4. The lowest and highest (based on the standard daytime week day rate)
charge rates per hour of domiciliary care charged to the local authority
for Adult Social care commissioned through private domiciliary care
providers

Leeds City Council pays a fixed rate for home care services depending on
the location of those services. Contracted providers delivering services
in our Urban location are offered £14.94, Rural Leeds is £16.59 and our
Super Rural Area is £16.88.

 

5. When you anticipate retendering for domiciliary care services for Adult
Social Care

The end date for the homecare contract is 31 May 2021. LCC anticipates
inviting tenders for homecare around July 2020.

The contract requires providers to put in place and provide information
from an ECM system to support their invoices which complies with
identified Leeds City Council data control requirements. No supply of in
real time data to the council has been requested. No single system is
specified

 

9. The number of service users currently receiving a direct payment within
your local authority as well as the number of average hours per week.

There are currently 1,233 people with a direct payment. We wouldn’t know
the weekly hours for these as they commission their own services.

 

10. Is the local authority working with health partners to commission
health funded care?

Whilst LCC works closely with health partners to commission care which
supports the health and wellbeing of service users.  the council does not
directly commission healthcare in people’s homes.

 

11. The authorities’ current market positioning statement for Adult Social
Care
