Adult Social Care & ILF Request

Dear Tower Hamlets Borough Council,

As a carer, I would like to make a FOI request. I would like to
know what plans your council have in place to continue
providing adequate levels of care and support if the Independent
Living Fund is closed from 2015.

If this funding is not ring-fenced how will the council ensure the
money only goes to meet the needs of service users, including those
over pension age?

What proportion of the ILF funding monies would be used to meet the
overheads involved in supporting disabled people from this funding?
Are there any additional resources you feel your department would
need to meet these needs?

I would like to know how you are currently supporting the needs of
and monitoring the numbers of disabled people who would have been
eligible for additional funding from ILF but who have been excluded
from this funding either by the closure of ILF to new applicants or
by changes to RAS.

I would also like answers to the questions below please.

1. How many social workers are there working in adult care?
2. How many of these are working with disabled people under 60?
3. How many adults are you providing some sort of community care
service to in total?
4. What is the average time between referral for a service and
assessment of needs?
5. What is the average time between referral and provision of the
necessary service?
6. What are your eligibility criteria for social care? Have these
changed since the Coalition government came to power?
7. Do you fund overnight care? If not what happens to disabled
people who need overnight care
8. What now happens to disabled people who would previously have
received ILF funding? Is the council able to make up the difference
in funding needed? Do you collect any figures on the numbers of
people involved who have been denied ILF funding because of 1) the
closure of ILF to new applicants or 2) changes to RAS.
9. What is your total adult care budget for 2012-2013
10. How much less is this than your budgets in 2011-2012 and
2010-2011?
11. What proportion of funding provided for social care is spent on
overheads rather then in directly providing care?
12. What proportion of this is spent providing care in the
community through Direct Payments or Individual Budgets?
13. What proportion of this is spent on residential care provision?
14. What is the salary of the Head of your adult care services?
15. Would you have the staffing levels & expertise needed to manage
an increased caseload of very high support level clients that the
closure of the ILF would cause.
