I apologise for any confusion in my questions which have allowed it to be misunderstood.

The cost of living referred to in the questions is a euphemism for inflationary pressures.

For the sake of clarity please substitute the changing costs of care in place of 'cost of living'.

The questions are not concerned with the review of individual care packages but with the global process for review of the costs which are met by the Direct Payments.

I hope this clarification will allow you to fully answer the questions. Please come back to me for further clarification

There has not been a misinterpretation of the question

To reitterate in the reponse - Birmingham City Council Adults and Communities DO NOT give cost of living (inflationary) annual increases for Direct Payments and Individual Budgets.

Increases are only awarded on care need and the annual review will see if that need has changed.

If this response is still unsatisfactory then please let me know and I will ask a member of the finance team to liase directly
