Dear Hampshire County Council,

I understand that Hampshire County Council has signed a £15 million contract with Careworks for adult social care IT. I note that in a previous procurement process, Southampton Council evaluated one Careworks product (Care Director v5) but contracted for a completely different product, which – confusingly – goes by the name Care Director v6, despite being built on a totally different software base and having no live reference sites. https://www.whatdotheyknow.com/request/s...

Care Director v6 is not live anywhere. Southampton were the unwitting first customer (in 2018) but are not yet live.

I would like to understand which Careworks product was evaluated by Hampshire County Council during their tender process.

Q1: Did Careworks specify which software product their tender responses related to? If so – which product was this? i.e. v5 or v6?
Q2: Which product was demonstrated to Hampshire? i.e. v5 or v6. If the council does not know, please state this for the avoidance of doubt
Q3: Which product was tested by Hampshire? i.e. v5 or v6. If the council does not know, please state this for the avoidance of doubt
Q4: Which product has the Council contracted for? i.e. v5 or v6. If the council does not know, please state this for the avoidance of doubt

Thank you for your response, copied below to aid visitors:

Tender responses were based on functionality of CareDirector rather than specific releases.

The product was not demonstrated because user testing formed part of the assessment criteria.
3. Which product was tested by Hampshire? Ie v5 or v6?

The functionality and usability of CareDirector v5 was tested.

4. Which product has the Council contracted for? Ie v5 or v6? If the council does not know, please state this for the avoidance of doubt.

CareWorks CareDirector has been contracted including all upgrades and releases, as a 15 year contract, we would expect the system to change during this period on the proviso that functionality assessed is delivered or enhanced"

So, in a nutshell, you've committed £15 million to a product which you haven't tested. At all. You've tested something irrelevant, which happens to come from the same company.

In case you haven't understood what you've done: 'CareDirector' as a product name has been used to confuse you. v6 isn't the next version after v5 - it's a completely different product, and one which isn't live anywhere.

Didn't you do something similar with that unproven Capita children's social care system a few years back? As I recall, that one was a spectacular failure.
