Dear Lincolnshire County Council,

Please could you provide information for the following FOI requests
of non residential adult social care packages thanks.

Please could you provide information as to the main differences in
the type of care that is funded by the council under FAC criteria
and the type of care which has been funded by the Independent
Living Fund (ILF). (Could you perhaps highlight things that LA
Care
packages would not usually cover that ILF would or visa versa)

Please could you provide the numbers of care packages which include
overnight care. If possible can you provide this for the past 5
years, and also if possible can you show which of these are
jointly
funded with ILF or just LA funded.

Please could you provide information on the number of LA funded
care visits which last for 30 minutes or less, expressed in
percentage or numerical terms of all care visits.

Please could you provide information of any projected reduction in
budget within Adult Social care over the next 5 years and indeed
details of any reduction in budget over the last 2 years.

Please could you provide information as to the main differences in the
type of care that is funded by the council under FAC criteria and the type
of care which has been funded by the Independent Living Fund (ILF). (Could

Services provided by the Council to Service Users who meet the eligibility
criteria can be offered either via Direct Payments, Direct Provision or a
mixture of both. Service Users are assessed and the Resource Allocation
System (RAS) provides an Indicative Budget, which the Service User can
then use to determine which services they choose to meet their identified
outcomes. Lincolnshire County Council provides a range of services to
assist with this, including a web site, “My Choice, My Care”.

The ILF applies  different eligibility criteria, based upon the service
user meeting tick box requirements which include, already being in receipt
of funded services from the Local Authority to a prescribed amount,
receiving high rate DLA (care component), being between the age of 18
years and 64 years on application, and savings below a stated threshold.

The ILF does not directly provide services, if eligible an ILF assessor
visits, and will agree or negotiate on the desired support needs with the
Service User (applicant). The ILF funds the cost of the agreed support as
a Direct Payment to the Service User. (The fund is now closed to new
applicants)

With both the Local Authority and the ILF, any support is means tested,
although again different criteria applies. In Lincolnshire Service Users
in receipt of ILF are nil charged by the County in recognition of their
financial contribution to the ILF package.

At the time that the fund closed the expectation was that LA’s provided
support to the value of £340 per week. Service Users in receipt of ILF
(all those in receipt from the fund since April 1993) will therefore be
getting a joint package of care from the Local Authority and the ILF and
the money can be used in similar ways according to the choice of the
service user. They can choose to employ a carer or personal assistant or
use a domiciliary agency. The care can be used to support personal care,
social care and some domestic support. The fund was very good for the
physically disabled especially those who required two for moving and
handling which swallowed up a good part of the LA funding. Therefore the
ILF has in the main been used by the S/Us to enhance the quality of their
lives and given more opportunity for social support, and time to assist
with cooking and doing leisure activities.

 

There are two fundamental differences between the Local Authority Funding
and ILF. If the disabled Service User has parenting responsibilities, the
Local Authority can assist with this, the ILF money cannot be used for
child care. Secondly the ILF is aimed at supporting people in the
community so does not support the cost of residential care or residential
respite, which is funded by the Local Authority.

On 31/10/2012, the planned number of weekly visits recorded on active home
care schedules was 10,040. 7,895 of these visits are scheduled in for 30
minutes or less (78.6%)

Figures rounded to the nearest 5 visits.

Please note the above accounts for planned weekly visits. For example on
31/10/2012, the active home care schedules indicated that a total of
10,040 visits were planned to occur in that week.

 

Please could you provide information of any projected reduction in budget
within Adult Social care over the next 5 years and indeed details of any
reduction in budget over the last 2 years.

concerning the budgets for ASC over the next five years.
