Dear Portsmouth City Council,

I note from the EY Audit Committee Summary Report that the council is either about to implement, or is in the process of implementing, the TPP SystmOne IT system for adult social care.

I was struck by the following comment in the EY report: "System One does not currently have the functionality to align the money to activity".

This seems like a pretty major gap in an adult social care system.

Q1: When did the council sign contracts with TPP? If not yet signed, please provide an estimated future date if possible
Q2: When did the system go live ? If not yet live - when is this scheduled?
Q3: What are the one-off and annual costs to the council of this system?
Q4: Have the finance deficiencies noted by EY been addressed? If so, please provide details.

The City Council would like to make you aware that disclosure of
information obtained through FOIA is a disclosure into the public domain.
 
The City Council’s standard approach is to provide the information in the
form in which we hold it.  If you require alternative formats, e.g. audio,
large print, etc. or a different language, please let me know and we will
provide it if reasonably practicable to do so. If your request is a
question and we do not hold the answer in recorded form we will try and
provide an answer where we are able unless it requires the creation of new
information.
 
There may be a fee payable for this information request and we will send
you a Fees Notice if this is the case. Any fee must be paid before the
request is provided.  The time between the issue of the Fees Notice and
receipt of payment is excluded from the calculation of the 20 working day

Thank you for your request for information received 10 July, which was
considered under the Freedom of Information Act.
 
In accordance with the Act, I confirm Portsmouth City Council holds in
part the information you are seeking.  Please see below each of your
question, together with our response.
 
Q1: When did the council sign contracts with TPP? If not yet signed,
please provide an estimated future date if possible.
 
No contract has been signed and it is not possible to provide an estimated
date.  In accordance with the Freedom of Information Act, we confirm the
Council does not hold this information.
 
Q2: When did the system go live ? If not yet live - when is this
scheduled?
 
The system is not live and the go live is not yet scheduled. In accordance
with the Freedom of Information Act, we confirm the Council does not hold
this information.
 
Q3: What are the one-off and annual costs to the council of this system?
 
We are currently in the process of re-scoping the costs of the project as
the contract award progresses. In accordance with the Freedom of
Information Act, we confirm we do not therefore hold this information at
this time.
 
Q4: Have the finance deficiencies noted by EY been addressed? If so,
please provide details.
 
The Council is aware of the issues with the finance functionality of
SystmOne and, if used, finance partners are known and available in this
market to provide a complimentary system. Any finance partner will have to
demonstrate effective implementation alongside SystmOne as part of their
appointment.
