Further to your email of 20 November, I am now in a position to respond.

I have been advised that collating all the information that you are seeking would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit. However, we have been able to answer most of your questions as set out below.

1. How many adults are you providing social care to now compared with 2010?

27634 clients in 2009/10 and 23443 clients in 2015/16. Please note that systems and definitions have changed in this period so a direct comparison cannot be made.

2. How many adults receive a Direct Payment to fund their social care?

6238 at Sep-16 (including 3469 carers)

3. Are there any restrictions on the number of hours adult social care funding you will fund or are there any plans to introduce a limit?

People know what their personal budget is following an assessment of their eligible care needs and they can then decide how to budget with it to meet those needs.

People receive support from a contracted provider on how to employ PA's safely and legally from their personal budgets. This includes deciding what rate they wish to pay their PA's and how they will cover all employment costs such as those specified. Payroll charges are separate and funded by LCC via provider on a block contract, insurance is paid by LCC in the first year and from their personal budget in year 2+, advertising (although this is required rarely) is paid for outside of the personal budget by LCC at the start of a DP and then from the personal budget after that.

12. If pensions are not fully funded using DP rates, how will they be funded?

The contracted provider will support with including pension costs in the above.
