Thank you for your request for information, which has been dealt with
under the terms of the Freedom of Information (Scotland) Act 2002.  The
information you requested is provided below.

    

 1.  Please could you provide information as to the main differences in
the type of care that is funded by the council under FAC criteria and
the type of care which has been funded by the Independent Living Fund
(ILF)? (Could you perhaps highlight things that LA Care packages would
not usually cover that ILF would or visa versa).

FAC is an English local authority tool.  It is not used in Edinburgh,
where we have agreed eligibility criteria.  These criteria do not include
any specification of needs to be ILF care or Council care.  The ILF’s
criteria state that funds cannot be used to purchase local authority day
care.  ILF is viewed as part of the overall care package to support
people, and as required the Council contributes to the funding.

 

 2.  Please could you provide the numbers of care packages, which include
overnight care. If possible, can you provide this for the past 5
years, and also if possible, can you show which of these are jointly
funded with ILF or just LA funded.

 3.  Please could you provide information on the number of LA funded care
visits, which last for 30 minutes or less, expressed in percentage or
numerical terms of all care visits.

In September 2012, 41,887 of local authority funded visits were for fewer
than 30 minutes.  This represents 68.6% of the total.

 

 4.  Please could you provide information of any projected reduction in
budget within Adult Social care over the next 5 years and indeed
details of any reduction in budget over the last 2 years.

The budget efficiencies for the last 2 financial years (all figures to the
nearest £1,000) are:

The saving for this current financial year, 2012-13, is £4,608.

The projected budget saving for 2013-14 (which was agreed as part of the
budget process last year) is £2,439. The Council has yet to agree the
budget for next year.
