Dear Sandwell Metropolitan Borough Council,

Please could you provide information for the following FOI requests
of non residential adult social care packages thanks.

Please could you provide information as to the main differences in
the type of care that is funded by the council under FAC criteria
and the type of care which has been funded by the Independent
Living Fund (ILF). (Could you perhaps highlight things that LA
Care
packages would not usually cover that ILF would or visa versa)

Please could you provide the numbers of care packages which include
overnight care. If possible can you provide this for the past 5
years, and also if possible can you show which of these are
jointly
funded with ILF or just LA funded.

Please could you provide information on the number of LA funded
care visits which last for 30 minutes or less, expressed in
percentage or numerical terms of all care visits.

Please could you provide information of any projected reduction in
budget within Adult Social care over the next 5 years and indeed
details of any reduction in budget over the last 2 years.

Please find detailed below our response to your questions in respect of
non residential adult social care packages:

 

Q. Please could you provide information as to the main differences in the
type of care that is funded by the council under FAC criteria and the type
of care which has been funded by the Independent Living Fund (ILF). (Could
you perhaps highlight things that LA Care packages would not usually cover
that ILF would or visa versa)

 

 

The type of care funded by ILF would include:

 

·         Personal care which may not necessarily be at home e.g. the fund
covers costs of a PA to accompany a person when they are away from home.
This can be shopping or on a social outing as long as ILF are satisfied
that the PA will be providing help with personal care (toileting, feeding
drinking etc)

 

·         Domestic care for the fund user

 

·         Funds used to cover employment related costs

 

 

Q. Please could you provide the numbers of care packages which include
overnight care. If possible can you provide this for the past 5 years, and
also if possible can you show which of these are jointly funded with ILF
or just LA funded.

 

2008-09 = 139

13 people receiving night sitting

121 people in supported living

5 people in extra care

 

2009-10 = 165

2010-11 = 243

2011-12 = 414

12 people receiving night sitting

2012-13 (partial data April 12 - 18 December 12) = 420

275 people in extra care

 

Please note that in extra care housing and supported living night support
is on site and this can be accessed by service users to meet needs 24
hours a day as and when required.

 

 

Q. Please could you provide information on the number of LA funded care
visits which last for 30 minutes or less, expressed in percentage or
numerical terms of all care visits.

 

It is Sandwell's policy that we do not commission personal/social care
calls of less than 30 minutes duration. 

 

However, Service Users, who choose to take their Personal Budget as a
Direct Payment, may make their own arrangements with P.A.s/agencies in
this respect.

 

Q. Please could you provide information of any projected reduction in
budget within Adult Social care over the next 5 years and indeed details
of any reduction in budget over the last 2 years.

 

There are currently no formally approved reductions within Adult Social
Care budgets for the next three years as this will be dependant upon the
local government financial settlement which is due to be published
imminently . During 2011/12 and 2012/13 the service experienced budget
reductions of £6.573 million and £9.265 million respectively.
