Dear Blackburn with Darwen Borough Council,
Please could you provide information for the following FOI requests
of non residential adult social care packages thanks.
Please could you provide information as to the main differences in
the type of care that is funded by the council under FAC criteria
and the type of care which has been funded by the Independent
Living Fund (ILF). (Could you perhaps highlight things that LA
Care
packages would not usually cover that ILF would or visa versa)
Please could you provide the numbers of care packages which include
overnight care. If possible can you provide this for the past 5
years, and also if possible can you show which of these are
jointly
funded with ILF or just LA funded.
Please could you provide information on the number of LA funded
care visits which last for 30 minutes or less, expressed in
percentage or numerical terms of all care visits.
Please could you provide information of any projected reduction in
budget within Adult Social care over the next 5 years and indeed
details of any reduction in budget over the last 2 years.

Thank you for your request for information regarding 'the main
differences in the type of care that is funded by the council under FAC
criteria and the type of care which has been funded by the Independent
Living Fund (ILF)' (reference number 23066). Your request was received

Thank you for your request for information regarding 'type of care that is funded by the council under FAC criteria and the type of care which has been funded by the Independent Living Fund (ILF)' (reference number 23066); please see our response below. Our Response
1) LA commissioned packages are funded based on Critical and Substantial needs as per criteria defined under FACS.Recipients of ILF tend to employ PA's to support the in the main in the community as opposed to in the home environment although some ILF funded support can form part of a combined package of support.
2)The number of people whose packages included overnight (wake and watch) care is as follows:
07/08 - 5
08/09 - 11
09/10 - 13
10/11 - 9
11/12 - 5
(Cannot determine whether or not ILF)
3)The number of visits (domestic, personal, re-ablement ,wake and watch, supported living and shared lives) which are 30 minutes or less, as a percentage of the number of visits provided (as at today) is as follows: 9061/12419 = 73%
