Thank you for your request for information received by Manchester City
Council on 15 January 2013 which has been considered under the provisions
of the Freedom of Information Act 2000 (FoIA). Please accept my apologies
for the delay in responding.

You have asked for the following information:

Please can you provide both the Full and Executive Summaries for all
Serious Case Reviews (SCRs) undertaken in relation to Adult Protection /
Adult Safeguarding cases from the last 6 years in your authority.

In response to your request, I can confirm that two adults Serious Case
Reviews were conducted in the last 6 years, one in 2009 and one in 2011.
Please find attached the Serious Case Review Executive Summaries below.

In relation to the full SCR's which you have requested please note this
information is exempt as it contains personal information about third
parties. The Council has determined that the information relating to third
parties should not be disclosed because this would contravene one or more
of the data protection principles, namely the first principle which
requires personal information to be processed fairly and lawfully.This
information is therefore exempt under Section 40(2). As this is an absolute
exemption there is no requirement to consider the public interest.

Please note if you are not satisfied with this response you may ask for an
internal review. If you wish to complain you should contact the
Information Governance Manager whose email address is

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a decision.
