ACCOUNT, Unmonitored, Department for Education

Dear Owen Dickenson

"Thank you for your request for information, which was received on
6/10/2020 4:54 PM . You requested information around the number of
requests made to the adoption support fund, including the number of those
which were successful/ rejected, as well the name of the approved
providers and the number of approvals per provider.

I have dealt with your request under the Freedom of Information Act 2000
(“the Act”).

1. The number of requests made to the adoption support fund

2. The number of of (sic) those requests that we (sic) successful

There were 0 applications which have the status of ‘rejected’ on the
online application system. Our system contains applications which have the
status of ‘withdrawn’ or 'further information required' which may include
applications which may not have met the Fund’s scope or eligibility
criteria. Where it is not clear if an application meets the Fund’s scope
or eligibility criteria, we seek clarification from the LA/RRA making the
application. At that stage, the application is routed back to the LA/RAA
and appears on the system with the status of 'further information
required'. If the LA/RAA provides information which is assessed as
confirming that the application meets the criteria, the LA/RAA can
re-submit the application. Where the further information provided is
assessed as not confirming that the criteria is met, the LA/RAA is asked
to withdraw the application. Where the application is withdrawn it would
then have the status of withdrawn. If the LA/RAA does not withdraw the
application, it would remain on the system with a status of 'further
information required'.

A manual search of the system would be necessary to identify whether there
are any applications with the status of ‘withdrawn’ or ‘further
information required’ which included information that showed that they did
not meet the  the Fund’s scope or eligibility criteria and therefore
likely to be rejected. To determine if any of these applications were
appealed would also require further manual processing to compare all
applications made for the child in question as well searching
correspondence to the ASF.

The Department estimates that the cost of obtaining this information and
therefore fully complying with point 2 of your request would exceed the
cost threshold applicable to central Government. This is £600 and
represents the estimated cost of one person spending 3½ working days
locating, retrieving and extracting the information. Under section 12 of
the Act the Department is therefore not obliged to comply with this aspect
of your request and will not be processing it further.

However, if you were to make a new request for a narrower category of
information or limit the scope of your request, the Department may be able
to comply with your request within the cost limit. For example, we would
be able to provide the data for the period January to May 2020, if you
would find that helpful

3. The company/organisation name of providers that were approved

4. The number of approvals for each provider

For questions 3 and 4, as per the FOI request, the information has been
provided in the excel document attached to the covering email. The
response covers the full financial year 2019/20 and 1 April to 31 May
2020.

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter. Your complaint will be considered by an
independent review panel, who review panel, who were not involved in the
original consideration of your request.

If you are not content with the outcome of your complaint to the
Department, you may then contact the Information Commissioner’s Office."

Kind regards,

Smadh Sher
