Adoption Allowances and Special Guardianship Calculations

We're waiting for Richard Oars to read recent responses and update the status.

Dear Wirral Metropolitan Borough Council,

I understand these financial allowances are means tested but I was wondering if you have a copy of the policy and how exactly payments/eligibility is calculated? Is there an upper threshold for income and is there anything included if a child is classed as disabled.

are providing.

 

QUESTION

ANSWER

The  local authority is reviewing the financial assessments to ensure that
we are adhering to the government guidelines around assessing for special
guardianship.  When a special guardian is not a foster carer and the local
authority are supporting the application for a special guardianship order
the DfE assessment method is used as part of the assessment as a guide to
the family’s financial circumstances. When a special guardian is a foster
carer the published guidance on financial support is used.

Thank you for your response. I did ask what is the policy in terms of the upper thresholds for income and the document you sent only lists the process not how it is conducted with any thresholds in terms of income, how much each thereshold of income reduces the payment and if any disability considerations are taken into account.

Could this be clarified please?

Dear Mr Oars,

 

Thank you for your recent request made under the Freedom of Information
Act. Our response is as follows.

 

"There is no "upper thresholds for income" mechanism. We do not have this
as part of our practice nor is it in our policies and procedures. SGO
calculations are not means-tested so the payments are based on the
family's individual needs at the time of the calculations which is
subsequently reviewed annually.

 

The financial review is done on a case by case basis and the SGO payments
are determined based on the families' individual circumstances.
Additionally, when a carer is receiving a disability element within their
tax credits for a child in their care, this amount is not calculated
within the financial review; however it is recorded as being received but
disregarded within the calculations.  The carer's allowance, however,  is
considered as an income and therefore would be calculated as such."
