Pickup Jonathan, Blackburn with Darwen Borough Council

Dear Ms Williams,

Thank you for your request for information regarding "how many families
are receiving Adopted Child Maintenance Allowances from your Council".

Please could you confirm what information you are requesting when you
refer to the 'Adopted Child Maintenance Allowance'. We're assuming that
it is the financial support that the LA provides to some adopters of
children post placement and adoption order, but the terminology used in
the request is a little unclear, as it appears to be a specific
allowance, when there does not appear to be one named such that we are
aware of?

I look forward to receiving your response and if you have any queries
regarding this request then please don't hesitate to contact me.

Regards,

Dear Pickup Jonathan,

You know precisely to what I am referring even if your title for the allowance is less provocative than mine.

Yours sincerely,

A Williams, (BA).

Dear Ms Williams,

If I knew precisely what you were asking for then I would now be seeking
clarification. As stated in my email Blackburn with Darwen are not aware
of the 'Adopted Child Maintenance Allowance' which you referred to in
your request. Hence the clarification asking if you are requesting the
financial support that the LA provides to some adopters of children post
placement and adoption order?

Regards,

Dear Pickup Jonathan,

You may call it Financial Support via regular payments. These Allowances, paid to an unknown number of Adoptive Parents, are equivalent to the Foster Child Maintenance Allowances paid to Foster Parents, and to the Child, Baby and Family Tax Credits paid to low income Birth Parents, (although not in monetary value).

Unlike Foster Parents, Adoptive Parents DO have to undergo some kind of means-test to see if they are eligible for the Allowances, but Councils can choose whether to use the questionnaire devised by the DES or use their own assessment method.

When Allowances are paid to Adoptive Parents the rates paid tend to be linked to Foster Child Maintenance Rates, minus Child Benefit, which Adoptive Parents can claim separately.

Yours sincerely,

A Williams, (BA)
