Our response

From our preliminary assessment, we estimate that finding the information
in relation to your requests would exceed the appropriate costs limit
under Section 12(1) of the Freedom of Information Act 2000, which is
currently set at £450 (equivalent to 18 hours work) by virtue of the
Freedom of Information and data Protection (Appropriate Limit and Fees)
regulations 2004.

Section 12(1) states that:

“Section 1(1) does not oblige a public authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.”

The Section 12(1) exemption applies because we estimate that to determine
whether we hold the information requested in your question and then to
locate, retrieve and extract it, would take longer than 18 hours to
complete.

This is because the review will include a lengthy review of records and
manual data analysis namely, Student Data, Admissions and the Information
Services Division (ISD).

We conservatively estimate that it would take approximately 5 minutes per
item to find the information for each individual on the programme.

In accordance with section 12(1) the Freedom of Information Act 2000 this
email acts as a Refusal Notice for this element of your request.

If you would like to refine your request and limit it to a single course,
or ask for parts 1 and 2 of your question for the various courses we may
be able to provide this within the time limit.

You are free to use any information supplied for your own use, including
for non-commercial research purposes. The information may also be used for
the purposes of news reporting. However, any other type of re-use, for
example by publishing or issuing copies to the public, will require the
permission of the copyright owner.

If you are unhappy with our response to your request and wish to make a
complaint or request a review of our decision, please email
[1][email address]. Emails should include the words ‘Internal
Review’ in the subject and be marked For the Attention of the Chief
Operating Officer, alternatively you should write to:

Chief Operating Officer

University College London

Gower Street

London

WC1E 6BT

If you are not content with the outcome of the internal review, you may
apply directly to the Information Commissioner at the address given below.
You should do this within two months of our final decision. (Please note,
complaints and requests for internal review received more than two months
after the initial decision will not be handled.)

If you have any queries or concerns, please contact me using the details
provided in this email and including the request reference number.
