Admirality Arch Cycle Lane

We're waiting for OOIsaev to read a recent response and update the status.

Dear Westminster City Council,

At the end of the Mall under Admirality Arch there is a brief cycle lane. I wanted to know as both a concerened motorist and cyclist what is the councils position on Motorbikes entering it briefly to overtake the usual traffic leading up to Admirality Arch? Under 140 of the highway code it does state that entering only when nessesary on broken up white lines. Would this make the case ok for this for them to enter it?
