Aditional £500k promised for allotment funding

Response to this request is long overdue. By law, under all circumstances, Medway Council should have responded by now (details). You can complain by requesting an internal review.

Dear Medway Council,
I attended a meeting (a few years ago at a point when the council wished to sell off the Copperfield allotment site for housing) where Alan Jarrett promised an additional £500k (5 x £100k annual amounts) for improvements to the facilities at Medway's allotments.
Would you please advise if this funding has been fully expended and if so detail what it was spent on.

Dear Lynne Bush,
In the reply from Katey Durkin to MFOI006482 she states:
"While no funding from the sale of the Copperfield site was spent on allotments..."

In 517(I) of minutes of Meeting of Medway Council, 18 January 2007 Councillor Jarrett stated:
"I am pleased to announce that capital funding to the sum of £100,000 has been allocated ... to allotment sites.... Money gained from Compass Close is being used to improve allotments across the borough."

Councillor Jarrett was referring to the first of 5 x £100k annual capital investments in allotments that he promised as a result of the sale of the Copperfields allotment site (Compass Close).

Katey Durkin's statement and Councillor Jarrett's are contradictory and incompatible.
Please advise.

You may not be too surprised to know that it does not provide a clear and unambiguous answer to my question.

Your reply says that "the information given was collated from minutes recorded". Would you please explain why the minutes of the council meeting of 18/1/2007, which contradict the information given in the reply to the FOI request, do not form part of the "minutes recorded".

The implication of the 29 April reply is that the answer given by Alan Jarrett, the leader of the council, as recorded in the January 2007 minutes, was not true and has been discounted from the "minutes recorded". Would you please confirm that this interpretation of your 29 April response is correct.

If there is an alternative conclusion to be drawn please explain what it is.

I wrote on 29 April 2019 requesting confirmation that I had interpreted your internal review findings correctly. I have not received any acknowledgement or reply.
I have no knowledge of FOI procedures or protocol but cannot see any reason why a response should not be forthcoming. Even if that response is just to refer me to something in the 'procedure' that prevents you from answering my questions.

My email to Lynne Bush on 29 April was seeking confirmation that I had interpreted her previous response correctly. I could only think of one interpretation myself but wanted to make sure before approaching Alan Jarrett directly.

Dear freedom,
Would you please request an explanation from Medway Council as to why it cannot confirm that my interpretation of its' reply to a FOI request is correct, or if it isn't provide the correct interpretation?
The fact that the reply was from a previous occupant of this post is irrelevant.
Had the response been sent in plain English this confimation would not have been necessary.
To suggest that I ask Mr Jarrett directly whether he told the truth is a totally inappropriate answer to my question.
Can we please have a straightforward answer to a simple question. Otherwise I will pursue this obstructive attitude by all means open to me.
