Adequacy of cashless parking system for Leeds

Dear Leeds City Council,

Please provide me the contact details of the person who is accountable for having chosen the current cashless parking system in Leeds. Please also provide the contact details for the person is managing the service.

Please can you confirm the assessment measures used to decide procurement and the results from the assessment at each stage of the procurement process.

Please provide the costs of procuring the system, including any costs associated with the hours used by council representatives (or other project costs e.g. replacement of signing). resolution to approximately to say 60 lines would be appropriate.

Please provide the document used to justify the final decision for the choice of system and its implementation.

Please also provide statistics with respect to appeals regarding the system including numbers of successful appeals. Please provide a benchmark for these statistics, using the year previous to its introduction.

Please provide any lessons learned from the procurement exercise. Please also provide any review of the appropriateness of the system since its introduction, including actual or perceived failings. Please identify any flaws in the system and current measures to address them. Please confirm any plans to replace the system.

I attach the tender documents referring to this procurement and the
evaluation scores.

 

The cost to the Council has not been quantified, there was no cash spent
so the only resource used was officer time and we do not generally
calculate this on a project by project basis.

 

We do not have statistics on appeals that are related to the Parkmobile
system. Each ticket issued has a contravention code (eg code 11 is “Parked
without payment”) but this will include all tickets issued in a pay
parking space whether related to Parkmobile or not. The system has
actually been in place since 2007, this is the third contract renewal. It
was never intended as a replacement for cash but rather as an alternative
payment method.    

 

At  the moment the Council is suffering from a very high number of thefts
from machines mostly using metal cutting equipment to remove the cash box.
As a result of this the machine becomes unusable , effectively the inner
workings are ripped out. There have been over 140 thefts so far including
nearly every machine in the outer parts of the City. We have not planned
to withdraw cash payment but in some areas the only possible payment
method is Parkmobile for the time being. We are looking at replacing /
repairing a number of machines but we need to get a more theft resistant
model and it will inevitably take some time.

 

I appreciate that this is not ideal and it will be inconvenient for some
customers. Parkmobile can also be used with an old style mobile or a PC
and registration can be done in advance but obviously some customers do
not use this type of technology. We have no wish to upset our customers.
In time we do aim to have enough machines so that coins can be used within
a reasonable walking distance but regrettably we cannot guarantee this at
the moment.

 

As a result of this we have tried to implement a more lenient appeals
policy for people who have had difficulties using the system. If there is
a particular ticket that you are concerned about please let me know and I
will be happy to look into it.
