Your request of 17th April 2009 has now been considered under the
Freedom of Information Act 2000. You amended the original wording to
clarify that you want the address and owners of all empty commercial
properties within the Coventry City Council area.

An Excel spreadsheet is attached listing details where owners are not
individuals or sole traders. Information about properties owned by
private individuals (including sole traders) is being withheld as it
falls under the exemption in Section 40(3) of the Act. This information
constitutes personal information and its disclosure is judged in this
instance to be a breach of Data Protection principles, notably the first
principle - that of fair and lawful processing. This exemption is
absolute and in it's application, no consideration of the public
interest is required.

Please note that the enclosed information is owned by the City Council
