Address Register - spending and outputs

Department for Business, Energy and Industrial Strategy did not have the information requested.

Dear Department for Business, Energy and Industrial Strategy,

In the budget of 2016, the Chancellor announced that there would be made available £5million for the purpose of investigating an 'open address register.'

As per a publicly available FOI request on Whatdotheyknow.com, it appears as though that money was provided to BEIS and that BEIS admits they have details of how it was spent and have materials such as recommendations, reports and other documents that were produced as outputs from this process.

At that time (Oct 2017) BEIS refused to publish any information, even summary spending plans, because of exemption clauses within FOI legislation: ongoing policy making and potential damage to commercial interests.

I would like to create a new request for similar information in the hopes that the policy making process may have been completed, almost 3 years after the initial announcement. Would you please publish any documentation that could be described as a summary of recommendations or as a draft (or final) policy on this issue of an open address register?

If that is still protected by 'ongoing policy' clauses, please would you reply with a timescale for this project to be completed?
