Active surveillance for prostate cancer

A response was provided via the online survey on 27th August which said:

Does your Trust/Health Board/Health & Social Care Trust have an active surveillance protocol?
"No"

Does the Trust/Health Board/Health & Social Care Trust have plans to introduce a protocol?
"No – please explain why below"
"It has not been on our agenda. As a small health board we do not have the capacity to respond to all the excellent things that should be undertaken."

The online survey then jumped to the following questions. Can I assume the answer to these questions is both 'no'?
